The anatomy, is, I'm afraid, terrible. Awful, bad, not good. To put it nicely, that is. You mentioned in a comment that this took you 'forever' to draw, but to me it looks as if what took you 'forever' was the effects, and that you just rushed through the character like there was no tomorrow.

His head looks like it's been stomped on by a herd of angry rhinos. His mouth and eye look absolutely deformed, and his nose is not a nose. I can understand that this is supposed to be in anime style or whatever, but if you're gonna do it at least /do it properly/.
His hair, as shiny as you made it appear, just looks like one of those cheap wigs my nana used to buy.

TL;DR: It's not about the effects, it's about the picture itself.
Look for some references, and try not to rush.
